中国少数民族众多,大部分贫困人口居住在“老、少、边、穷”地区,处于一个发展不平衡的状态。内蒙古自治区通辽市作为少数民族特别是蒙古族比较集中的地区,长期以来由于其特殊的区域位置、地理环境问题和民族特点相互交织,贫困问题极其深厚,一直是内蒙古自治区反贫困的重点,在民族地区的精准扶贫中具有一定的代表性。解决这一地区的贫困问题,对中国农牧交错带的扶贫开发模式及对原有的扶贫机制的反思与改进具有重大意义,对民族地区全面建成小康社会、实现2020年全面脱贫和各民族共享发展成果、构建和谐民族关系意义非凡。本书共七章。章是“通辽市精准扶贫道路的探索历程”,通过梳理国家精准扶贫政策阐明国家治理贫困的定位,回顾了内蒙古自治区通辽市扶贫政策的历程。从第二章到第六章介绍了内蒙古自治区通辽市精准扶贫的主要举措,在长期反贫困的理论总结和实践探索中,通辽市根据自身环境特点,采取了驻村帮扶,大力发展肉牛、肉羊等扶贫产业,成立了新型农牧民合作组织——玛拉沁艾力(牧民之家)养牛专业合作社,积极推进1000千瓦村级光伏电站项目,打造通辽市电子商务产业园区,积极引进国内知名电商企业参与通辽市电子商务的发展,以庭院特色种养业、乡村旅游业和庭院加工业为重点,发展庭院特色养殖,开发“农家乐”“牧家乐”“采摘园”等餐饮娱乐为一体的乡村旅游富民项目,健全从小学到大学教育保障体系,为贫困家庭小学生、初中生、高中生发放教育补助金,向建档立卡的贫困家庭中职、高职学生发放“雨露计划”项目补助,开展了慢病贫困患者送医送药服务,建立了“一站式”结算服务综合窗口政策等。第七章是内蒙古自治区通辽市精准扶贫的经验、成就与启示。主要从完善精准扶贫效果,强化考核落实,提高地方政府治理能力、宣传能人带动战略及政策制定和实施等几个方面出发,旨在打破扶贫工作的困境,推动通辽市精准扶贫工作朝着良好的方向发展。

《中国脱贫攻坚调研报告:通辽篇(英文版)》: During the period of the 12th Five-Year Plan, Tongliao City became the center of Mongolian Medicine of Inner Mongolia. The Mongolian and Chinese medicine service network formed, bringing together Mongolian medicine hospitals in Tongliao City as the leaders, those at the county level as the backbones, health centers in towns as the foundation, and health clinics and stations in villages as bases. ln Tongliao City, there is a Mongolian Medical college, an institute, 15 studios, more than 3 planting bases, 6 general hospitals practicing Mongolian medicine, a general hospital practicing both Chinese and Mongolian Medicine, a combined hospital practicing Mongolian and Western medicine, and 34 health centers mainly using Mongolian medicine. Based on the existing advantages in Tongliao City, we should seek further resource potential, seize the opportunity and focus on the goal of building "the whole industrial. chain of modem Mongolian medicine and pharmacy, and the core and demonstration areas of national Mongolian medicine development". We should combine medicine, food and health together, make relevant plans and measures for Mongolian medicine, and develop a planting industry of Mongolian medicine in a scientific way. We should actively promote the construction of major projects about the Mongolian medicine industry by setting the Mongolian and Chinese medicine industries as breakthrough for agricultural supply side structural reform, accelerate the transformation of economic development modes, integrate resources, gather Mongolian medicine professionals, and continue to inherit the Mongolian medicine and pharmacy culture. We should vigorously promote the standardization of Mongolian medicine, accelerate the formulation of the series clinical evaluation standards of Mongolian medicine, such as the Standard of Mongolian medicine of Inner Mongolia, the Standard of Processing Mongolian Medicine Pieces, and the Standard of Mongolian Medicine Prescriptions. We should improve understanding and recognition of the theory of Mongolian medicine from the aspect of modern medicine, so that the curative effect of Mongolian medicine "can be seen clearly, explained clearly, understood well". We should build a whole industry chain around Mongolian and Chinese medicine, and work hard in fields such as culture inheritance, planting demonstration of Mongolian and Chinese medicinal materials, developing a trading market of medicinal materials and pharmacy, product research, biological extraction of Mongolian medicine health care, and construction of tourism demonstration zones related to Mongolian and Chinese medicine. Under the "one Belt and Road" development system, we should strengthen cooperation on Mongolian medicine and pharmacy with Mongolia and Russia, and push the Affiliated Hospital of Inner Mongolia University for Nationalities and Horqin pharmaceutical company to establish a stable cooperation mechanism with Mongolia in the field of Mongolian medicine, under the principle of mutual trust and benefit. Finally, we should encourage local Mongolian pharmaceutical enterprises to set up hospitals and healthcare institutions overseas, effectively promote the international service process of Mongolian medicine, and enhance the international influence of Mongolian medicine. Since the 18th National Congress of the Communist Party of China, with the requirements of the Party Central Committee for "supporting and promoting the development of traditional Chinese medicine and ethnic medicine industry", Tongliao City has promoted Mongolian medicine as a strategic industry, and made every effort to create a "core area for the development of national Mongolian medicine industry".
