China Institute for Reform and Development (CIRD), establishedon November 1, 1991, is research institution mainly specializing inreform and development policy research. CIRD, with the mission offacilitating China's economic reform and development policydecision-making, follows the guideline of "basing itself in Hainan,facing the whole country and marching towards the world." ClRDpractices a system of vesting the full responsibility with thepresident under the leadership of the board of directors andadheres to the operating mechanism characterized with smallorganization with a large network. Its organizational features ofbeing network-based, international operations and independentresearch have attracted wide attention. With taking facilitation ofreform policy decision-making its bounden duty, ClRD has beenconducting forward-looking and independent research in importanttheoretical and practical issues in economic transition. In thepast 20 years, it has submitted more than 140 sets of reformpolicy/legislation recommendation reports to relevant departmentsof the central government. It is the first research institution tohave submitted reform policy recommendations on "granting long-term and guaranteed land use rights for farmers," "equalizingaccess to basic public services," "construction of public service-oriented government" and "speeding up the establishment of asocialist public service system," of which some have been directlyadopted into policy documents while many others have been used asreferences for drafting policy documents, laws and regulations. Forthese research results, CIRD has won many national academic awardsincluding "Five One Project Award," "Economics Research Award bySun Yefang Economics Foundation," and "China Development ResearchAward."
